dunno, Ubisoft Support was made aware of the problem over a year ago. Why steam has not done a thing>? to fix it >?. So what was in that patch? no one knows other then yes it broke the map edit program for the steam version, uplay users around that week did get a title update that only added some Chinese language support. and thats the same version steam, users have ) the game stayed the same at version 1.10.0. as they are the ones who released their own version of a patch in march 2019 (uplay only users did not get this patch or any update.
